The war between Russia and Ukraine apparently started as a local one, stemming from Moscow's desire to recover some strategically important Ukrainian territories in the Black Sea region, territories that belonged to it in the past and which today are inhabited by a majority Russian-speaking population. This bilateral conflict immediately proved to be a global one. The world economy was and is affected by this war. The security of the world is shaken by this war. The global order – the one known as pax americana – is called into question by this war.

ABOUT THE SPEAKER:

Adrian Severin has been a professor of International Commercial Law, International Law and European Law with the University, "Titu Majorescu” since 1999. Mr. Severin was elected in the Romanian Parliament from 1990 to 2007. He served as Deputy Prime Minister of Romania (1990-1991), He was President and President Emeritus of the Parliamentary Assembly of the OSCE 1999-2003).  He was a member of the Convention for the future of Europe. Mr. Severin was also the Minister of Foreign Affairs of Romania between 12 December 1996 and 29 December 1997 as part of the Victor Ciorbea cabinet.
